The Loughs Agency operates under the co-sponsorship of the Department of Communications Climate Action and Environment and the Department of Agriculture Environment and Rural Affairs (Northern Ireland). The Agency was established under the British Irish Agreement Act 1999 as a North/South Body to provide effective management, conservation, promotion and development of the fisheries and marine resources of the Foyle and Carlingford areas. It is also responsible for the development and licencing of aquaculture and development of marine tourism in that area.

A new public portal has been developed by the Loughs Agency giving information on salmon and trout.
