The Department's Better Energy Finance (BEF) project is working to identify market based solutions that could be developed as an alternative to direct Exchequer funding and overcome the reluctance of consumers to take on debt for energy efficiency improvements. Significant progress has been made to date and several pilot projects, intended to provide tangible evidence on the efficacy of BEF type arrangements are underway in 2015.

The Department is also working with the National Treasury Management Agency (NTMA) and other stakeholders to explore further options for delivering energy efficiency financing at lower cost. Essentially the task of BEF is to identify the level of cost at which energy efficiency becomes acceptable to a critical mass of the population, and then identify the nature, and extent, of the subsidy required to make that level of cost available.
