Public Consultation on The Clean Energy for All Europeans Package

​​​​​On 30 November last year the European Commission published the ‘Clean Energy for All Europeans’ Package. It consists of eight legislative proposals and is part of the Energy Union​ strategy. The eight legislative proposals can be placed into the following topics: 

  • Energy Efficiency, 
  • Electricity Market Redesign,
  • Renewable Energy, 
  • Energy Union Governance.
All proposals are available below along wit​​​​h an introductory document containing a short summary of each proposal. The full package can also be found on the European Commission's website​
As part of our national analysis of the package, the Department of Communications, Climate Action, and Environment is seeking the views of stakeholders, interested parties, and the public on these proposals.

Timeline and Format
Given the number of legislative proposals, you can make submissions on individual proposals, groups of proposals, or the entire Clean Energy Package.
Submissions on groups of proposals, or the entire Clean Energy Package should: 

  • contain an index setting out the proposals covered in your submission, 
  • group comments according to legislative proposal and
  • contain a summary of the key points. 
Please note that examination of the Energy Efficiency proposals has started in the EU Council and the EU Parliament in Brussels. Therefore you should submit your views on those two proposals as soon as possible. 
The closing date for your submissions is Monday, 1 May 2017.

Submissions are invited from all interested parties and should be submitted via e-mail to: with ‘Clean Energy Package Consultation - [Proposal Name]’ in the subject bar.

Each submission will receive a general response, but it will not be possible to respond individually to specific questions or requests.

Freedom of Information and Publication of Submissions
The Department is bound by the Freedom of Information legislation and reserves the right to publish all submissions received. Where confidential or commercially sensitive material is included, this information should be clearly marked as confidential. The non-confidential elements of all submissions received in response to the consultation may be published.
