Procurement Board

The Procurement Board was established in April 2016 with the primary aim of independently reviewing the Departments' oversight of the evaluation stages of the procurement process. The role of the Procurement Board is explained in the Group's Terms of Reference. The membership of the Procurement Board comprises the following members:

  • Programme Sponsor - Chairperson (DCCAE)
  • Gerard Cahillane, (Deputy Director, NTMA)
  • Cathal O'Donoghue (Head of Rural Economy and Development Programme, Teagasc)
  • John Doherty (former ComReg Chairperson and Commissioner)
  • Martina Moloney (former CEO, Galway County Council)
  • David O'Sullivan (Director, Sourcing, Procurement, Office of Government Procurement)
  • Brian P. Keogh (Chartered Engineer, Former Board Member, John Sisk and Son Ltd and associated Companies)
