Statement by Minister Alex White on forthcoming appointments to the boards of State Bodies

The Minister for Communications, Energy and Natural Resources has welcomed the introduction of the revised model for Ministerial Appointments to State Boards which was recently announced by the Minister for Public Expenditure and Reform following a Government decision on the matter.

It will take time for these arrangements to become established. In the meantime, a number of existing vacancies on boards of State Bodies under the aegis of the Minister's Department need to be addressed. The State Bodies concerned are RTE, the Broadcasting Authority of Ireland and the Sustainable Energy Authority of Ireland. These vacancies will be filled to enable the boards to discharge their statutory functions, and therefore the Minister will bring proposals to Government shortly.

The following appointments will be made:

  • RTE – 7 appointments, including the Chair and elected staff representative;
  • BAI – 5 appointments, including the Chair;
  • SEAI – 4 appointments, including the Chair.

"My first concern is to ensure that the needs of the board are met, and the competencies required for effective decision making are present, and this will be foremost in my mind in the filling of all vacancies." said the Minister.

All subsequent appointments to State boards under the Department will come through the revised model for Appointments to State Boards which the Department of Public Expenditure and Reform is developing. Specific arrangements are in place for appointments to certain commercial State Bodies listed in the NTMA (Amendment) Act 2014.

National Treasury Management Agency (Amendment) Act 2014

There is a specific role identified for NewERA under the National Treasury Management Agency (Amendment) Act 2014 in supporting the relevant Government Minister in the appointment of Chairs and Board members of bodies designated under Section 18 of that Act viz ESB, Ervia, Bord Na Mona, Coillte, Eirgrid and Irish Water). The relevant procedures are outlined in Sections 19 and 20 of the Act.

Ministerial appointments to the RTE Board

There are currently 6 vacancies on the RTE Board which are due to be filled by the Minister, including the Chair. In addition, the Minister also appoints a staff representative, nominated by the staff of RTÉ. This appointment also requires Government approval, which will be sought alongside the Ministerial appointments.
