'Convergence' usually refers to the continuing merging of traditional broadcast services and internet media services.
Increasing convergence has led to changes to the ways in which consumers use these media services and how they are provided by operators.
In 2013, the European Commission adopted a Green Paper called:
Preparing for a Fully Converged Audiovisual World: Growth, Creation and Values .
The purpose of the paper was to spark public discussion on the implications of the on-going changes to the media landscape.
The Green Paper invited stakeholders to share their views on the following:
The changing media landscape;
Borderless internet and its impact on the market;
Interoperability and infrastructure;
implications for EU rules.
The consultation was completed in 2013. In September 2014, the Commission published a feedback document and an executive summary of the replies .
The Audiovisual Media Services Directive (AVMSD) is most likely to be affected by follow-up to this Green Paper .
The Commission launched a public consultation seeking feedback on the the current framework under the AVMS Directive on 6th July 2015.
